Infrastructure for a Climate-Resilient Future
The OECD’s 2024 report Infrastructure for a Climate-Resilient Future warns that rising global temperatures and increasingly severe climate impacts are placing critical infrastructure systems at growing risk. It emphasises that governments must embed climate resilience across the entire infrastructure lifecycle to avoid locking in vulnerability and to safeguard economic and social well-being for decades to come. The report also highlights that investing in resilient infrastructure delivers strong economic returns and co-benefits, calling for whole-of-government action, stronger financing mechanisms and greater use of Nature-based Solutions.

This first Biennial Report on Global Infrastructure Resilience: Capturing the Resilience Dividend from the Coalition for Disaster Resilient Infrastructure (CDRI) brings together for the first time a unique body of evidence to make a compelling economic, political, and financial case to radically upscale investment in infrastructure resilience. The Global Infrastructure Risk Model and Resilience Index (GIRI) developed by a consortium of scientific and technical organizations, has generated, for the first time ever, a suite of publicly available financial risk metrics for each country and territory in the world, for all major infrastructure sectors and for most major hazards.
