Infrastructure for a Climate-Resilient Future
The OECD’s 2024 report Infrastructure for a Climate-Resilient Future warns that rising global temperatures and increasingly severe climate impacts are placing critical infrastructure systems at growing risk. It emphasises that governments must embed climate resilience across the entire infrastructure lifecycle to avoid locking in vulnerability and to safeguard economic and social well-being for decades to come. The report also highlights that investing in resilient infrastructure delivers strong economic returns and co-benefits, calling for whole-of-government action, stronger financing mechanisms and greater use of Nature-based Solutions.

This first Biennial Report on Global Infrastructure Resilience: Capturing the Resilience Dividend from the Coalition for Disaster Resilient Infrastructure (CDRI) brings together for the first time a unique body of evidence to make a compelling economic, political, and financial case to radically upscale investment in infrastructure resilience. This supplementary report to the World Bank’s Lifelines document explores at a deeper level the benefits and costs associated with making infrastructure systems resilient to climate change. It provides broad analysis of thousands of scenarios at a system level to display the benefits of resilience.
A Framework and Principles for Climate Resilience Metrics in Financing Operations
The report outlines a broad and flexible approach that can be applied to both assets and systems to assess the quality of infrastructure design and its performance results. Examples are provided to illustrate metrics at the input and output levels and showcase a hybrid approach to finance and monitoring.
Resilience Rating System : A Methodology for Building and Tracking Resilience to Climate Change
The World Bank has developed a Resilience Rating System that considers both the resilience of infrastructure and the resilience that infrastructure offers to society. The system is designed to enable decision makers to track resilience, identify best practice and assess the benefits. While this resource is sustainability focused it contains guidance on a number of procurement actions with high applicability for climate resilience too.
Improving Socially Sustainable Design and Construction in Developing Countries
This document is relevant for construction projects in an international development context and provides clear recommendations to build sustainably and to ensure successful implementation and adoption. The recommendations can be applied to buildings as well as infrastructure.
A Practical Guide to Climate-resilient Buildings & Communities.
This UNEP document focusses on design; however, the conclusion of this report includes a list of questions that a contractor can use to assess whether climate resilience has been considered. It can be included in on-site quality control documentation.
Technical guidance on the climate proofing of infrastructure in the period 2021-2027
This report by the European Commission is intended to provide technical guidance on climate proofing infrastructure. Chapter 4 provides recommendations on climate proofing across the project lifecycle, including construction. Annexes C and D also provide further considerations for climate proofing infrastructure during the construction phase.
This report has been prepared by the Canadian Construction Association and includes recommendations for the Government to adapt to climate change with respect to infrastructure investment. This report is an example of how the construction industry has come together to leverage their influence to promote climate adaptation and resilience.

This paper introduces the magnitude and variety of net-positive end-of-life challenges to encourage the development of reasonable policies for current and future decommissioning projects. The paper provides the basis for the interdisciplinary thinking required to deliver an integrated decommissioning policy that incorporates circular economy principles to maximize value throughout the lifecycle of energy infrastructure.
